I have second-hand evidence to the contrary.
A friend of a friend died, in April 2020, due to COVID-19. The Executor of his Estate cancelled the deceased's Shaw account.
After a few months, my (living) friend was able to create an E-mail ID that matched the deceased person's E-mail ID, within the allowable 10 E-mail IDs allowed on their Shaw Account. My friend uses the deceased person's ID to inform correspondents of the death of their friend, and to send "unsubscribe" requests to the mailing-lists to which the deceased was subscribed.
