my own personal domain and Wordpress site is on some sort of blacklist. I cannot access it with my connection with Shaw but can elsewhere using a different provider. How can I get my site off the list so I can access my email and wordpress site from home?

Just had a chance to test connecting to your domain http://ian.mb.ca from my home Shaw connection and the site loaded fine. This tells me that the domain / DNS lookup doesn't appear to be blocked on Shaw's end, so next I'd want to contact your hosting provider so they can check the access logs for IP addresses being blocked.
What you're looking for is to see if your home IP is being blocked by the webhost for whatever reason, which you can get by typing "what is my ip" into Google. For reference, my IP is 24.69.104.xxx (redacted last octet for privacy) if that helps them check their logs for me accessing your site between 12:50 and 12:55pm PST Jan 30th.
Hopefully they can pinpoint the issue for you,

If it is infact blacklisted I am very interested to find out the site.
It is against the Telecommunications Act to do so, file a complaint with the CRTC.
People don't report this all that often so hard to track down a blocked site.
my domain ian.mb.ca is viewable via Rogers LTE but when I connect to my home shaw I can't see it. No email as well through the mail server... So that leads me to believe it's been blocked for some reason. I had this happen to another domain of mine with MTS years ago, so I know it can happen.
I know it can happen too.. I just don't find that many examples.
There can be other causes so that things appear to be blocked but are not actually.
For example the second NS server for your domain isn't responding to queries right now..

The second NS server isn't responding so you have DNS issues to fix first. Shaw's DNS servers are funny that they almost always go for the second NS server listed, because it isn't working, Shaw users that are using Shaw's DNS servers can't find your site.
Get the DNS fixed and I suspect your problems will go away.
