Did Shaw give you a reason? Is your current residential address not within the "403" area-code?
Did your current cell-phone provider NOT allow the "release" of your current number?

Correct, for Telus land-lines (or other competitive local carriers that use the Telus infrastructure.
Not so true, for companies, such as Shaw, that do not have cell-phone towers everywhere in the province.

Can you signup with Shaw Mobile, if you agree to take a new telephone-number? If not, maybe the reason is because Shaw has no cell-phone towers in your area.
