Sorry if this is a stupid question, but I was wondering why Shaw only sells SIM cards in groups of two? Phones can only have one SIM card in them, so what is the purpose for the second card?

@mjducharme -- are the two SIM cards the same physical size?
Also, Shaw Mobile allows one to register up to 4 devices per account.
Maybe, one SIM card for a cell-phone, and another one for an iPad?
Less packaging to be recycled?
Just for backup purpose.
If something happened during activation process, it can be easily swapped with spare sim.
Many phones can have 2 SIMS, in fact most higher end phones now are standard with dual SIMS.
