how do you turn the power off a gateway portal.

I turn the tv off but the box remains on and on the chosen channel

There is no way, short of using an external power-bar. It stays "on", waiting for the date/time when your next recording will start.

Note that after you do a power-off, the next power-on will take up to one hour to repopulate the "Guide" section. Is that OK to be "blind" that long?

 If you are worried about power consumption keep in mind that both the Gateway box and the portal go into sleep mode after a certain amount of time of inactivity.
