True.

After it has been provisioned, it is either online (powered-on) or offline (powered-off).

However, if the thief connects it, and it tries to "call home", it will send its serial-number to Shaw, and Shaw's server might record every attempt to connect -- either "successful" or "black-listed" or "unknown serial-number". So, if somebody at Shaw were to filter that "log-file", to hide the "successful" attempts, what's left are the exceptions -- which may include the serial-number of the stolen equipment.

@mdk Shaw would never go to that extent to try and locate missing equipment, they would just change it to stolen status so it can’t be added back to an account. This is rental equipment, there is no value in it, but people will still try to steal it, pawn it or sell it.

At this point, I just hope the OP is able to resolve this with Shaw, a really crappy thing to happen, especially when moving.
