I have the same issue with the Wi-Fi working fine but the wired ethernet not working at first. Somehow rebooting the base station and then connecting my laptop on the other Ethernet  connection suddenly started working 10 minutes later, after the reboot of the base station was complete for the second time. Not getting a very fast speed though not sure about that.  Ours is refurbished as well.

Does your laptop have a 10/100/1000 Ethernet adapter, or just 10/100 ?

Read the tiny print along the length of your Ethernet cable. If you see "CAT-5", then that cable is limited to 100 Mbps. Replace it with a "CAT-5e" or "CAT-6" cable, to get up to 1000 Mbps (if your contract with Shaw gives you that speed).
