Is it a usual practice for the suggestion of small “bribes” to be used to convince another party to take over a contract when attempting to cancel ones contract?  

the cancellation department had made the same suggestion

Perhaps, the cancellation department read the responses to your posting, where that suggestion was made ?!?!

Note that it is not the usual practise to try to cancel any contract that you freely, without coercion, signed, either with Shaw or with any other company.
