Correct.

Rogers/Shaw wants me to access my TV plan on my computer?

It is disappointing that it has been many months since any employee of Rogers/Shaw has made a public posting to this discussion forum.  So, it was a volunteer who tried to help, until the replacement TV box arrives & is self-installed (or installed by a technician -- your choice).

I’m paying for an equipment that does not work.

Corrrect. 

At no charge to you, Rogers will upgrade your account to their latest TV hardware. Your monthly bill will not change. You will be paying the same amount for the new TV box as you have been paying for the current TV box.

P.S. Rogers does NOT want you to return your "sunsetted" TV box.  Instead, take it to any "end-of-life" electronic-recycling depot, for responsible disposal.

At your own risk to life-and-limb, you could don gloves & eye-protection, and then take a sledgehammer to your HDPVR, to smash it, and vent your feelings onto it.  Then, please recycle the fragments.
