We have a moto G3 phone that was originally bought through Virgin mobile. We then transferred the phone to tell us. We are now in the process of transferring to Shaw mobile. The phone requests a sim network unlock pin the suggested pins given to us from Shaw help do not work. Has anybody else run into similar problems.

Within the last few years, "unlocking" any cell-phone is a free service -- payment no longer is required.
In your specific case, you will have to connect with Virgin Mobile, and get them to (instantly) unlock your mobile phone, since you got it via Virgin. I suppose that if you owe money to Virgin, they can demand payment, before they unlock it.
