Open a command-line prompt, and enter the command: tracert www.baidu.com
The first line of output should start with:
Tracing route to www.wshifen.com [104.193.88.123] ...
Is it exactly that?
I presume that your computer is in Canada, not in China, behind "The Great Chinese Firewall". Correct?

Google dns works for me, so it is on your end. Try flushing the dns:

Your "traceroute" to "www.baidu.com" has reached their IP-address. Success!
So, it seems that their web-server has banned the IP-address that Shaw has allocated to your router.
Note that your web-browser can be configured to connect to Shaw's "proxy-server". Then, your HTTP-requests will appear to originate from the IP-address of Shaw's proxy-server, rather than your IP-address. Give this a try.
