Those 2 web-sites are accessible to me, from the IP-address that Shaw has assigned to my Hitron router.

Either your web-browser "gives up" after receiving no response for 60 seconds, or the "Great Firewall of China" has been programmed to block the IP-address that Shaw has assigned to your Arris router.

Correct.  You are sending your requests from a different IP-address, and that IP-address is not "blocked".

His IP-address is not "blocked".  If he brings his notebook (or smart-phone) to your location, and connects to your personal WiFi network, can he access those sites? My guess is "no", because all the devices on your network are sending the "public" IP-address of your router to China -- not sending the "private" IP-address that your Arris has assigned to his device.

Interesting. What about other search-engines, e.g., Bing, or Yahoo ? Are they also banned?

In my neighbourhood, there are some "outdoor" Shaw Go WiFi access-points in the nearest public park. So, you can stand, alone, in the park, and connect to Shaw's network.  Your computer will get assigned an IP-address that is not the same as Shaw has assigned to your Arris, and you should be able to connect to those sites.  Check Shaw's map for such sites in your city.

Telephone Shaw, and get them to ship a replacement device to your door, and then "self-install", and ship the current device back to Shaw.

It probably will take a week (order fulfillment, Canada Post) to arrive.

The new router will obtain a different IP-address that (hopefully) is not "blocked" by the Great Firewall of China.

Maybe.

It depends on Shaw's DHCP-server. Any DHCP-client (in this case, the Shaw router) sends the 12-character MAC-address of the network-interface to a DHCP-server. If the programming within Shaw's DHCP-server "recognizes" that it previously has received a DHCP-request containing the same MAC-address, Shaw's DHCP-server responds by sending the same IP-address that it previously sent. So, once your Shaw router obtains an IP-address, it typically will receive the same IP-address, unless Shaw deliberately does something to "flush" that "cache" of MAC-addresses from the router's memory.

Other DHCP-servers (such as a WiFi router in Starbucks) instead respond with an IP-address that is "inactive". Some of those "other" routers only have 250 unique IP-addresses to hand-out. So, they "repurpose" each IP-address, an hour or two after the previous user of that IP-address has gone out-of-range of the router.

Definition: MAC (Media Access Control) address is a value that identifies the network adapter(s) installed on your computer. In theory, every network-adapter has a unique IP-address. However, I once had 2 Ethernet-adapters (same model from the same manufacturer)  that had the same MAC-address. Blame it on a "failure" by somebody in their factory to ensure that "uniqueness".

I had the same problem, and it fixed by changing a new modem. Unfortunately, it was happening again today. I will try to switch off when I sleep to see if they can allocate a new IP, or I need to change a new modem or to Telus. If it only blocks the website I can use the VPN, but it won't let me log in to the Blizzard China server.

That is one bypass. Another one, depending on which cable-modem that you have, is to enable "Passthrough". When you do, the computer that you connect to the designated "Passthrough" port will obtain an IP-address from Shaw that is a different IP-address that Shaw has assigned to your cable-modem. Another bypass is to change your cable-modem to "bridged" mode. Then, your computer will obtain a "new" IP-address from Shaw. But, some of the other features of the modem, e.g., WiFi, will be disabled.

Exactly what is happening? Do you see the login web-page on that Blizzard China server, or do you get a "time-out" or "did not respond" error-message? When you enter your ID/password, do you get an error-message?

I don't think that being offline for 8 hours is a long-enough time. The "lease" that Shaw gives to your cable-modem probably is 24 hours. Also, even after the lease has expired, Shaw will probably assign the previous IP-address, not a different IP-address.

Yes, changing to a new cable-modem will get you a new IP-address.

Yes, changing to TELUS will get you a new IP-address, but, during COVID-19, it could be a long time before the TELUS technician will be allowed to enter your home to wire-up the "last-mile" connection -- probably months away.

Enabling "Passthrough" on your cable-modem will give a "new" IP-address to the computer that you connect to the designated "Passthrough" port on the cable-modem.

Without the VPN, do you see the "login" page, or is that page totally inaccessible?

on that Blizzard China server, it didn't allow me to enter after input the ID/password. It shows BLZBNTBNA00000A8D(1118). It only allows me to retry or offline.

My model is BlueCurve under 600M internet.

I can't change the Telus due to COVID-19.

I can't use the "bridged" mode because I'm using shaw Pods.

Now I use Chrome VPN plug-in to access the website even just change to Canada location and Game accelerator for the Blizzard China server.

But still can't use other Chinese apps that connect to the China server.
