@shaw-tony -- this is a really unique situation where just one PC doesn't work.
Another possibility is some "Internet Security" package running only on that one PC.
Such packages usually have an anti-virus component and a "firewall" component. It could be this latter component that is blocking the attempt to connect. Disable that component, and try again, or uninstall the package. If you uninstall, the Windows Defender anti-virus and the Windows Firewall will "wake up" from their "sleeping" status, to protect your computer, in a similar way that the components of that package are currently doing.
