@choweg -- I have been getting the same "congra" messages, but to a non-Shaw E-mail ID.
The "nothing in the body" situation occurs because the spammer has hand-crafted the E-mail message incorrectly.
If you use "view source" of the message, the "plain-text" version of the "body" of the E-mail really is empty, but the "HTML-version" contains the spammer's message, and hyperlinks to the spammer's web-site(s).
While you are "viewing source", copy-and-paste the whole message, with all E-mail headers, and send an E-mail to Shaw, via the ID: internet.abuse@shaw.ca for them to investigate the source of the spammer's E-mail.

Notice that there is no "<div>" tag to match the "</div>" tag -- a sign of a "hand-crafted" message, done incorrectly.
Also, the "</center>" tag is missing.
