I think I solved the problem .
it was due to the smtp port being set to the old 25 port.
In outlook, go into the account settings and more settings.
Under the Outgoing Server tab, I had to turn on "My outgoing server (smtp) requires authentication" and "use same settings as my incoming mail server"
Under the Advanced tab, I changed the smtp port to 587 and TLS.
