TiVo and Comcast agreed to a patent license agreement in late 2020, which ended their lawsuit: https://www.lightreading.com/cable-technology/comcast-tivo-bury-the-hatchet
I believe Comcast re-added recording functionality in their app not too long after they reached the agreement with TiVo. Perhaps that agreement complicated things for Shaw/Rogers to bring remote recording to the app, which further delayed things.
In any case, we have it now! 🙂
