My tv has started to do commentary as if I was blind. How can I get that removed

This is called "Closed Captioning". Use your Shaw remote-control to turn off this setting.

Another feature for some programs is "SAP", which plays an alternate sound-track, e.g., Spanish dialogue instead of English.

Not closed captioning - its described video - should be setting in menu somewhere to turn it off (unless you are watching AMI which always has described video
