Does anyone know why I might not have been billed this month for home services?

Do you get the Shaw notifications via E-mail -- "your Shaw bill can be viewed online"? If so, is your Shaw mailbox "full", such that the message could not be delivered to you? Or, do you get the Shaw invoices via Canada Post? They could have lost (or mis-delivered) the letter.
By "not billed", do you mean that you got an invoice for $0.00 ? Did you accidentally TWICE pay the previous month's invoice? Go online to your bank to check for duplicated payments.
As newly-minted Grand Master @rstra suggests, view your invoices, for the entire year, via the My Shaw Portal.
@PIbitson1 -- does that "minus 250" indicate that Shaw/Rogers owes you that much money?
Can you logon to the My Shaw Portal, and view all the "Transactions" against your account for the last few months? Maybe, you or your partner double-paid?
Have you returned some Shaw hardware, for a credit ?
