@PMJohnson - I am not sure what is meant by creating local storage mail-folders.
If you have Microsoft Office installed on your computer, one component is Microsoft Outlook. It is a program to receive & send & organize your E-mail messages. You can create a folder (to store E-mail messages) that is "local" to your computer -- the messages are stored in a folder on your "C:" disk-drive.
By using "drag-and-drop" (or "cut-and-paste"), you can move (not "copy") messages from Shaw's mail-server onto your computer. This reduces the size of the messages remaining on Shaw's mail-server, thus giving you more room below your quota.
Within Outlook, click "help" or the "?" to get detailed instructions on how to create a local storage folder.
Compare to having a garbage can inside your home -- it has a "quota" of space available for garbage, i.e., it eventually gets filled to the rim. When your ever-helpful partner moves its contents to the garbage bin outside of your house, space is freed-up space inside your garbage can inside your home. Same for your laundry bin -- eventually, its contents is moved into the washing-machine.
First, open your "trash" folder, and then permanently delete all the messages. This will free-up some of your quota.
Second, if you use Microsoft Outlook on your computer to connect to Shaw's mail-server, Outlook has the capability to create "local storage" mail-folders. So, drag-and-drop some messages from your "inbox" folder on Shaw's server to a folder that you have created on your own computer. That will keep those messages on your computer, instead of using-up some of your quota on Shaw's mail-server.
I deleted over a thousand emails but still get the quota warning showing a greater amount of MB being used than the previous quota message said I had. This simply doesn't make sense. And yes, I delete everything from the Trash folder after I delete them from my inbox. I use Outlook to open my Shaw email account but I am not sure what is meant by creating local storage mail-folders

Did the Shaw total MB just go down? I hadn't cleaned out my Shaw account for years, when I was told to do it a couple months ago. So I did a big clean... but now I'm almost up to the limit again.

No. Logon to Shaw WebMail, and read the bottom-line on the screen, to see the quota.
While logged-in, move the mouse-pointer over the word "Trash" along the left-edge of the window, and let it "hover", to see a message like "666 messages occupying 999 MB". Repeat the move/hover for your other folders.
