Purchase a previously-owned iPhone ($40 to $80). You do not need to add a SIM card, nor will you need to signup for any cell-phone contract.

Contact the iPhone to your WiFi network, and download the BlueCurve app, and use that app to manage your daughter's WiFi usage.

P.S. I doubt that Shaw/Rogers will ever provide a computer-based app, given that they will refer you to the app on the cell-phone. But, a "squeaky wheel" (or a bunch of them) may convince them. Scroll-down this web-page and click on the "Your Voice" hyperlink, to contact Shaw about your need.

I recently renewed my 2-year value plan with Shaw/Rogers and was told they would have to replace my old Cisco DPC825 router with a newer Ignite WiFi Gateway (Gen 2 / XB7) router. Unfortunately, I cannot find a way to access the settings because I do not own a smart phone or mobile device that I can use to run the Ignite HomeConnect app. See my 10-Aug-2024 topic Cannot Access HomeConnect App for Ignite WiFi Gateway (Gen 2 / XB7) Modem for further details about the problems I encountered.

I would also urge caution for anyone thinking of buying an old Apple or Android smart phone and installing the Ignite HomeConnect app on that phone as mdk suggested <above>. As I noted in my own topic, the support article Getting Started With the Ignite HomeConnect App states this app is supposed to be compatible with "iOS 15 or later and Android 7.0 (Nougat) or later" but when I tried to download the app from the Apple Store to my 7th gen iPod Touch (iOS v15.8.3, rel. 29-Jul-2024) the installation failed with a warning that this app requires iOS 16 or higher.

My "iPhone SE 2022" is running IOS 17.6.1.  Which "old" iPhone that you buy depends on your definition of "old".

The "iPhone SE 2022" is the oldest iPhone that one may purchase directly from Apple, for $579 (plus taxes). Newer iPhones are the 13, 14, and 15.
