Major upload connection issues

My upload connection has been causing me major issues when streaming. My upload connection has been either 100% solid or horrible and I can't figure out what the issue could be. Below I've pasted the upload results of two streams, Sunday which was basically flawless and Monday which was incredibly choppy. I have 600 down/20 upload and I can achieve at least those values on any given instantaneous speed test. The issue has been stability. Sometimes it's perfect but about 1/3 of the time it's unusable, as you can see comparing the 2 charts below.

I had the Shaw tech out Sunday. They replaced a few cables and installed a coax booster. However all Sunday (before and after he did his work) my upload was perfect. So I am wondering if it is a load issue in my area. Does anyone have an idea what could be randomly affecting my upload speed? It seems to only lose 10-11% of frames when it drops which it's strange that the % dropped are so consistent.

I was going to say upstream congestion was the cause but...

I was going to say upstream congestion was the cause but Sunday would likely be worse then Monday. So this likely a RF signal issue which could be beyond your home. If a tech installed a booster is also a strong indication of a neighborhood issue.

Thanks for the reply. I agree it seems like something out of my control. Shaw support has given me the run around saying it's somehow my software or hardware but those are both 4+ hour tests, one with ZERO dropped frames and another with dropped frames every 10 seconds, and the only difference was the date. I'm feeling like outside of moving my only option is to switch ISP and see if it helps. Thanks again for the response Matt.

@cbohdan I checked into your signal and see the upstream is still a bit out of spec. It may be the coax outlet or connection from the street equipment if a technician has come out to replace some of the cables. Please reach out to technical support again so we can investigate further.
