Same issues here. Literally impossible to complete device registration. I have no idea why Shaw disabled manual MAC address registration from the account dashboard.
This does not fix the problem!
@swalter / @bmennis -- this week, I changed iPhones. The new iPhone has a newer version of the IOS software. By default, that software changes the MAC-address of my device, each time I connect to any WiFi network. This is good for "privacy", but not so good when connecting to the ShawOpen network.
As earlier mentioned in this thread, disable that "privacy" setting, and then connect to ShawOpen, and "register" your device. I had no problems connecting, and staying connected, as my phoned physically moved from one Shaw Access Point to another.

I tried this today on a new iPad 9th gen, when I enter my credentials to register the device nothing happens, I just stay on the shaw splash screen for Shaw open wifi device registration
