This is more a notice than a question. It looks like the domain "rb.gy", a popular URL shortening service, does not resolve when using at least one of Shaw's Vancouver DNS servers.
DNS Server is : 64.59.144.93 pd2nsc4.st.vc.shawcable.net
Tested on 2 different residential Shaw connections in Vancouver (different addresses). Swapping to Google or Cloudflare DNS, or using a Telus mobility connection resolves to the correct addresses of 76.223.86.4 or 13.248.219.100.

So, other than confirming your observations, all I can do is to say that this is a peer-to-peer discussion (and "gripes") forum, not an official path to Shaw Support. So, I recommend that you contact Shaw Support -- currently, online chat has priority over telephone, and talk to a Shaw Agent.
