It is Rogers/Shaw that needs to grant you a static IP-address. You cannot do it yourself.
However, note that the very-first time that your device sends its MAC-address to the Rogers/Shaw DHCP-server, that DHCP-server will grant you an IP-address. Each time your device "renews" its IP-address, the DHCP-server will grant you the same IP-address. Not "static", but very close to it.

The static IP-address will always be in the correct range for your cable-modem to receive IP-based traffic. That is just the way that "routing" works.
3. Another question, my HomeConnect app says it is now updated to Rogers Xfinity but that is a separate app. Am I supposed to install Rogers Xfinity and stop using HomeConnect?
A few days ago, I received an E-mail, stating that Rogers has been "rebranding" itself, to use the "Xfinity" label. On my iPhone, the "Home Connect" has been removed. I think that when it did an auto-update, the rebranding occurred. So, try opening "Home Connect", to see if it updates itself, to update to the new branding.
P.S. Looking in the "Apple Store" app on my iPhone, the "Ignite Home Connect" app is no longer available. Only:

Sorry, I should have said Reserved IP on my home private network, I thought that was the same thing. If I log into the Gateway (XB7) under Connected Devices, Online-Deviced-Private Network, it shows up as a Reserved IP instead of DHCP and there is a button called ADD DEVICE WITH RESERVED IP.
The Reserved IP device shows up in the mobile app as Reserved IP Address under Port Forwards.
I found Rogers Xfinity (Shaw) in the Google App store with an Update button and then it replaced the Home Connect app. Looks very similar.
I'm wondering if the Reserved IP should be in the range of DHCP Beginning to Ending or I can reduce the ending to something like 199 instead of 253 and put my Reserved IP in the 200-253 range.

No, it can exist "outside" of the range of IP-addresses that the DHCP-server will provide, as long as it is somewhere in the allowable range (xx.xx.xx.1 is your "gateway", and xx.xx.xx.255 is for "broadcast") .

Yes.
The "netmask" that is supplied with each DHCP-response limits your private network to the xx.xx.xx.2 to xx.xx.xx.254 range, inclusive.
