Why does the DCT700 cable box shut itself off, and then the remote control goes into a "blinking" state that forces one to unplug it from the wall and then plug it back in to get it to work again?

If none of that works, call Shaw for a replacement. While you are on the phone, ask if they can do anything for you to get a better cable box.
