Are you sure, or are you joking? Years ago, at supermarket check-outs, there was a weekly publication called "TV Guide" that people paid money to purchase. How times have changed.

That is the correct procedure for any well-trained front-line "help-desk" employee, namely that if you cannot answer a client's question, you must open a "ticket" into the Tracking System, so that a "second-level" employee can investigate the ticket, update the ticket, and update the client.

Unfortunately, you are misinformed. That is NOT what is happening.
In fact, the Techie took out a Reference Number BUT requested that I should call in again to Shaw if I want to receive more info from the "second level employee" you mentioned!
I queried why Shaw - a communications company - cold not send me an e-mail or phone me. The Techie said Shaw employees are explicitily "banned from contacting Customers by phone or e-mail" with such useful unformation!
So much for Customer Service.

Maybe - but CNN is broadcasting elsewhere Bill Maher RealTime per the advertised time slot (as shown in Shaw on-screen). Shaw has blocked this and are showing instead the unadvertised Forensic Files! . . . . so Shaw/Rogers are making this change - and should explain.
@jonboy834 Rogers is not blocking anything, CNN is not broadcasting Bill Maher in Canada because Bell/Crave owns the Canadian rights.

That is the whole point of a "ticketing" system. After a second-level employee has investigated, they will update the ticket. So, when the first-level employee is informed that the ticket has been updated, that employee may call the customer. Or, as you were told, at any time, you can call the first-level employee, quote the ticket-number, and the employee can view the possibly-updated ticket, and read the response from the second-level employee.
This is just "Standard Operating Policy" when there is a ticketing-system for employees to use.

Absolutely correct. However, this a peer-to-peer discussion forum, where volunteers try to help.
This forum is not a path to ask Shaw/Rogers about their policies, nor of the licensing agreements with CNN regarding the one show. As stated, Shaw/Rogers is not the holder of the broadcasting rights of the show, within Canada.
So, rant away, but no contributor on this forum can make an official response.
You might post to "www.change.org", and ask the participants on this forum to "sign" your petition.
