Shaw Internet 600

Q1: Will this plan allow for 2 laptops performing video functions, 2 mobile phones, and 1 streaming TV to operate well at the same time?  If not, what would be the recommended plan for this amount of "traffic?"

Q2: What are the supposed up load and down load speeds with the Shaw Internet 600 plan?

The Internet 600 plan would be 600Mbps down and 100Mbps with a few exceptions where up is only 20Mbps until their area has been upgraded. As for would it be sufficient for what you are running? I would say more than enough depending on what sort of video functions the laptops are preforming (more upload or download).

I personally am still running a very old package Internet Extreme which is only 25Mbps down and 2.5Mbps up, and have zero issues with gaming or streaming services such as Netflix or Disney+.

The Internet 600 plan would be 600Mbps down and 100Mbps with a few exceptions where up is only 20Mbps until their area has been upgraded. As for would it be sufficient for what you are running? These scenarios are what the larger plans are designed for. Lots of devices working at the same time. With bandwidth,  go as big as you can afford.

What would you recommend as the "minimum" Shaw plan to get to allow for 2 laptops performing video functions (two people working from home on video calls), 2 mobile phones, and 1 streaming TV to operate well at the same time?

What are you currently using for your internet access and is there any issues.  More is not always required and remember that Shaw says 600, BUT you will not get any Speedtest showing you are. Getting anywhere close to that kind of download speed UNLESS a you are the only person using a 10 GBs port on your laptop to the Shaw box, you are also the only person with Shaw connected to the local tap, your tap has only you on it back to the next junction etc.  600 is an advertised speed, and Shaw has disclaimers all over their ads point this out.

if you are using Wi-Fi it will be less that your hard wired Ethernet port.

shaw and most ISPs use a shared structure.
