I think that the volunteer contributors on this peer-to-peer discussion forum have done all that they can.
I recommend that you call Shaw Support, and ask them to explain the difference: Shaw SIM works with iPhone, but not with your Samsung device(s).
I've been going back and forth with Shaw and Samsung since April for this issue. I finally got escalated far enough to talk to IT person after 3 months of no service at home due to no WiFi/VoLTE calling. That was last week, and they finally admitted that between the 5 phones and 4 Shaw sims all having issues, but other provider sims working fine in all my phones that there was an issue and they would be contacting Samsung to sort it out. I heard back a few days later that an OTA update would be pushed. Today was that day.
I have WiFI calling and VoLTE working again after a "sim update" was pushed!

For Android (given that your phone is up-to-date), to enable the VoLTE, try these steps;
