This is sometimes true. The provider of the program chooses whether to allow/disallow "fast-forward". You should always be able to "rewind" to the start, or "back 15 seconds", repeatedly.
Note that the content will not have all the paid-for commercials that you see on a "live" broadcast. But, you may see the provider's promotions ("all new -- watch ELSBETH") for their other program. So, a 60-minute "live" program will become a 46 minutes-long video.
